Сфера охраны объектов культурного наследия в Российской Федерации сталкивается с системными ограничениями, в значительной степени связанными с длительными регламентными сроками административных процедур и, как следствие, высоким риском утраты объектов. Необходимость повышения качества государственного управления в данной сфере определяет актуальность исследования возможностей применения систем искусственного интеллекта как инструмента цифровой трансформации, создающего фундамент для снижения административных барьеров в сфере сохранения и охраны объектов культурного наследия.Цель исследования – оценить целесообразность и потенциал интеграции систем искусственного интеллекта в механизмы государственного управления и контроля за объектами культурного наследия с целью преодоления системных ограничений отрасли. Методологическую основу исследования составляют анализ нормативно-правовой базы, сценарное моделирование, прогнозные расчёты на основе действующих регламентных сроков.Научная новизна исследования состоит в разработке модели применения искусственного интеллекта в сфере охраны культурного наследия, разграничивающей первичный функционал (быстрое внедрение без масштабных инфраструктурных вложений). Результаты исследования демонстрируют, что внедрение предложенной модели позволит сократить продолжительность ключевых административных процедур не менее чем вдвое при сохранении экспертного контроля за принятием юридически значимых решений, снизить административную нагрузку на специалистов профильных органов на 30–50 % и существенно уменьшить риски утраты объектов культурного наследия.
The protection of cultural heritage sites in the Russian Federation faces systemic limitations, largely due to lengthy administrative procedures and the resulting high risk of loss. According to data presented by the Speaker of the Federation Council in December 2024, more than 3,000 cultural heritage sites have been lost in the country, with one in eight of them in unsatisfactory condition. Despite the strategic importance of state protection of historical and cultural heritage, current management mechanisms do not ensure the required level of effectiveness. The need to improve the quality of public administration in this area necessitates research into the potential of using artificial intelligence systems as a digital transformation tool, laying the foundation for reducing administrative barriers in the preservation and protection of cultural heritage sites.The objective of the study is to explore the feasibility and potential of integrating artificial intelligence systems into public administration and oversight mechanisms for cultural heritage sites in order to overcome the systemic limitations of the industry. To achieve this, the following objectives were addressed: analyzing the current regulatory framework and identifying systemic problems in the management of cultural heritage sites; Identifying administrative procedures with the greatest automation potential; developing a two-tier model for applying artificial intelligence systems; forecasting quantitative performance improvement indicators; and formulating requirements for integrating the proposed systems. The methodological basis consists of an analysis of the regulatory framework, scenario modeling, predictive calculations based on current regulatory deadlines, and a comparative analysis of domestic and international experience in digitalizing public administration.The scientific novelty of the study lies in the development of a two-tier model for applying artificial intelligence in cultural heritage protection, distinguishing between primary functionality (rapid implementation without large-scale infrastructure investments). The study's results demonstrate that the implementation of the proposed model will reduce the duration of key administrative procedures by at least half while maintaining expert oversight of legally significant decisions, reduce the administrative burden on specialists in relevant agencies by 30–50 %, and significantly mitigate the risk of loss of cultural heritage sites.
