Актуальность исследования обусловлена необходимостью анализа эффективности государственной финансовой политики, направленной на обеспечение макроэкономической стабильности и стимулирование экономического роста в условиях глобальных вызовов и технологических трансформаций. Цель статьи – провести анализ инструментов финансовой политики, направленных на поддержку научных исследований и разработок в стране. Для достижения этой цели были поставлены следующие задачи: на основе теоретических подходов и имеющихся статистических данных исследовать и систематизировать ключевые инструменты фискальной политики, направленные на поддержку НИОКР, применяющиеся в отечественной и зарубежной практике, выявить устойчивые зависимости макроэкономических параметров. Исследование подчеркивает значимость финансовых мер, направленных на стимулирование научных исследований и инноваций, что особенно актуально для России в условиях необходимости достижения технологического суверенитета.

The relevance of the research is determined by the need to analyze the effectiveness of government financial policy aimed at ensuring macroeconomic stability and stimulating economic growth in the context of global challenges and technological transformations. The purpose of the article is to analyze financial policy instruments aimed at supporting scientific research and development in the country. To achieve this goal, the following tasks were set: based on theoretical approaches and available statistical data, to investigate and systematize key fiscal policy instruments aimed at supporting R&D used in domestic and foreign practice, to identify stable dependencies of macroeconomic parameters. The study highlights the importance of financial measures aimed at stimulating scientific research and innovation, which is especially important for Russia in the context of the need to achieve technological sovereignty.
