В современном мире возрастает роль местных сообществ в управлении социальными процессами. Как субъекты управления, местные сообщества принимают на себя ряд функций, которые государство готово делегировать. Чаще всего это вопросы местного значения: социальная сфера, благоустройство, экология, культура и другие вопросы, связанные с активностью самих граждан. Таким образом, местные сообщества позволяют выстраивать горизонталь управления и способствуют развитию демократии. Важно понимать, какие факторы способствуют или препятствуют участию местных сообществ в управлении социальными процессами. В данной статье представлен анализ кейса Франции.Цель статьи – изучить и проанализировать опыт участия местных сообществ в управлении социальными процессами (на примере Франции).Научная значимость исследования заключается в выявлении положительных сторон и ограничений для развития практик управления на местах с учетом социально-политического и социокультурного контекстов изучаемого кейса.Практическая значимость исследования состоит в возможности применения полученных результатов и выводов в практике организации местных сообществ как важнейших ресурсов управления социальными процессами в современных обществах.Научная новизна результатов состоит в систематизации опыта развития самоорганизующихся систем в форме местных сообществ для последующего научного моделирования процессов институционализации местной власти и управления.
In the modern world, the role of local communities in the management of social processes is growing. As governing bodies, local communities assume a number of functions that the state is willing to delegate. Most often, these are issues of local importance, such as social services, public amenities, ecology, culture, and other matters related to citizen participation. Thus, local communities help build a horizontal governance structure and contribute to the development of democracy. It is important to understand the factors that facilitate or hinder local community participation in the management of social processes. This article analyzes the case of France.The purpose of the article is to examine and analyze the experience of local community participation in the management of social processes (using France as an example).The scientific significance of the study lies in identifying the positive aspects and limitations for thedevelopment of local governance practices, taking into account the socio-political and socio-cultural contexts of the case under study.The practical significance of the study lies in the potential application of the obtained results and conclusions in the practice of organizing local communities as essential resources for managing social processes in modern societies. The scientific novelty of the results lies in the systematization of experience in the development of self-organizing systems in the form of local communities, for subsequent scientific modeling of the processes of institutionalization of local government and governance.
