Целью статьи является анализ российского и зарубежного опыта регулирования инвестиций в инновации, основных механизмов и инструментов, используемых правительствами для стимулирования инновационного развития. В статье рассмотрены нормативно-правовая база, финансовые инструменты и институциональные структуры, поддерживающие инвестиции в инновации в различных странах.По результатам исследования были обозначены роли в стимулировании корпоративных инвестиций в инновации государственной политики и программ государственной поддержки, включая налоговые стимулы, субсидии и гранты. В статье представлены лучшие международные практики таких зарубежных стран, как США, Великобритания, Франция, чтобы определить эффективные стратегии государственного регулирования инвестиций в инновации. Ценность статьи заключается в выявлении специфических особенностей финансирования инвестиций в инновации в России по сравнению с ведущими зарубежными странами, а также особенностей государственной инновационной политики в России.
The purpose of the article is to analyze the Russian and foreign experience in regulating investments in innovation, highlighting the main mechanisms and tools used by governments to stimulate innovative development. The article examines the regulatory framework, financial instruments and institutional structures supporting investment in innovation in various countries.According to the results of the study, the roles in stimulating corporate investment in innovations of public policies and government support programs, including tax incentives, subsidies and grants, were identified. The article presents the best international practices of such foreign countries as the United States, Great Britain, and France in order to determine effective strategies for government regulation of investments in innovation.The value of the article lies in identifying the specific features of financing investments in innovation in Russia in comparison with leading foreign countries, as well as the features of the state innovation policy in Russia.
