Предназначение ПКУМ – сдерживание «углеродной утечки», возникающей при импорте товаров из стран с более углеродоемкими производствами и технологиями, за счет углеродного налога. Последний затрагивает интересы многих экспортеров в страны ЕС, оказывая влияние на отраслевую структуру стран-экспортеров и национальные экспортные стратегии. Возможное воздействие ПКУМ на объемы экспорта углеродоемких товаров из третьих стран в страны Евросоюза рассмотрено на примере турецкого экспорта в ЕС.</p></abstract><trans-abstract xml:lang="en"><p>The article discusses the carbon border adjustment mechanism (CBAM), a tool proposed by the EU for the decarbonization of the global economy. The goal of CBAM is to contain the "carbon leakage" that occurs when goods are imported from countries with more carbon-intensive industries and technologies. It is proposed through a carbon tax. The latter affects the interests of many exporters to the EU countries, influencing the sectoral structure of exporting countries and national export strategies.
