Analysis of Debt Sustainability Methodologies and Assessment of Debt Sustainability of the Subjects of the Russian Federation

Abstract

Debt sustainability is an important indicator of the financial condition of the Russian Federation in the face of external challenges and the need to attract additional resources to achieve strategic priorities. Debt sustainability is defined as the ability of an economic entity to meet its financial obligations on time without prejudice to socio-economic development.

The purpose of the article is to explore methodological approaches to assessing the debt sustainability of regional budgets in terms of modern methods and practices and to conduct an assessment using an improved methodology.

The research methods include the systematization of approaches and recommendations for assessing debt sustainability, the analysis of domestic and foreign experience in conducting debt sustainability assessments. Qualitative analysis and the method of expert assessments are used to select and validate indicators and a range of values.

Differences in methodologies have been identified: a limited set of indicators, which may not be sufficient for a comprehensive assessment, and vice versa, an expanded list that increases the objectivity of the assessment, but has limitations in applicability. Foreign approaches offer more flexible methods, but they are focused on the country scale.

It has been established that with a low level of public debt in Russia and stabilization of the debt sustainability of the regions, risks associated with inflation, high interest rates, and a reduction in budget momentum remain, which may require increased borrowing.
