Features of Public Administration and Regulation of the Tourist and Recreational Sphere in the Current Macroeconomic Conditions

Forecasting the socio-economic development of a country is developing along the path of strategic planning and adaptation to global geopolitical and macroeconomic stress factors. Ensuring the sustainability of positive trends is the main task of public administration. The two main subsystems of tourism and recreational activities considered in science – social and economic – have a mutual influence on each other, despite the difference in conceptual approaches, mechanisms and tools. The development of federal initiatives should be continued in the regional socio-economic policy. The purpose of the study is to develop a model of the mechanism of public administration and regulation of the tourist and recreational services sector based on the balance of the social and economic subsystem. Research objectives: 1) to study the scientific and theoretical aspects of the regulation of the tourist and recreational sphere; 2) to identify the features and directions of public administration and regulation of the tourist and recreational sphere; 3) to propose ways to optimize public administration and regulation of the tourism and recreational sphere of the country's subjects based on current results. The value of the research lies in the development of the theoretical concept of public administration of the clusternetwork element of the mechanism. The result, which has a scientific novelty, is the structure of the mechanism of public administration, reflecting the elements of the social and economic function of the tourist and recreational sphere. Tourism and recreational activities in the current conditions require the development of material, technical and digital infrastructure, stable investments for their expansion and modernization. The subjects of the tourism and recreational sphere receive a positive impetus when creating favorable macroeconomic parameters and stimulating entrepreneurial initiative, capital inflows from various sources.
