The Cluster Approach as a Tool for Stimulating Innovation in Industry

Amid global economic transformations and the urgent need for accelerated import substitution, Russia has been paying increasing attention to the development of industrial clusters. The relevance of this topic is driven by the necessity of forming a unified system for managing cluster initiatives, which will enhance their effectiveness, ensure the sustainable development of domestic industry, and expand international cooperation.

The purpose of this study is to analyze the current state of cluster policy in Russia by identifying existing problems and potential prospects in this field. The objectives include examining the conceptual framework and historical evolution of clustering, analyzing state support measures for industrial associations in Russia, identifying key barriers to cluster growth, and exploring opportunities for international collaboration.

The scientific and practical significance of this study lies in characterizing a systematic approach to cluster policy development, which fosters increased cooperation between enterprises, stimulates technological innovation, and enhances mechanisms of state regulation.

The main findings of the research include an analysis of the evolution of cluster policy in Russia since 2015, identification of key legislative and structural changes in recent years, assessment of the effectiveness of government support programs, and an evaluation of the role of intergovernmental cooperation in cluster development.
