Modern Problems of Movement of Funds Between Budgets of Compulsory Medical Insurance Funds and Ways to Solve Them

The relevance of the study of the issues of financial support for free provision of medical care to citizens in the Russian Federation is beyond doubt, since it directly meets the national development goals of the Russian Federation. The purpose of the study is to identify current problems of the movement of funds between the budgets of compulsory medical insurance funds and to develop ways to solve them in the Russian Federation. Research objectives: to assess the volumes of funds provided from the budget of the Federal Compulsory Medical Insurance Fund to the budgets of territorial compulsory medical insurance funds, to identify problems in providing subsidies for compulsory medical insurance and in the implementation of interterritorial settlements, and to develop ways to solve them. The results of the study can be applied in the activities of the Federal Assembly of the Russian Federation, the Government of Russia, the Ministry of Health of the Russian Federation when developing measures to improve the financial support for free medical care to citizens. The theoretical significance of the results obtained is determined by the potential possibility of their application in other scientific research and in the educational process on the modernization of the system of financing free medical care to citizens. The scientific novelty of this study is associated with the author's approach to identifying current problems of the movement of funds between the budgets of compulsory medical insurance funds and developing ways to solve them in the Russian Federation.
