On the Issue of the Formation and Development of the Institution of Entry into Force and Promulgation of Municipal Legal Acts

The article is devoted to the analysis of the evolutionary development of the institution of promulgation and entry into force of municipal legal acts. The conducted research required the resolution of several tasks, including the establishment of continuity links between the legislative norms governing the entry into force of acts of municipal law-making, as well as the sources of their content. Thus, the purpose of the study is to identify and systematize the main stages of the formation and development of the norms of the institution of official publication (publication) of municipal legal acts in the Russian Federation. The novelty of the research is expressed in the fact that the systematization of the norms governing the entry into force of municipal legal acts has been carried out, the grounds and conditions for their unification into a single institutional formation have been identified. The value of the conducted research lies in the fact that the author has established a general and special in the regulation of relations on the official publication and entry into force of municipal legal acts at each of the identified stages of its evolution.
