Formation and Functioning of the Treasury System of Public Finance Management in Western European States: National Specifics and General Approaches

Based on a retrospective analysis and a dialectical approach, the stages of formation and development of Western European models of public finance management are determined, the correlation dependence of the increasing role and expansion of the powers of the treasury service on the manifested tendency to increase the influence of the state on the process of regulating the entire complex of socio-economic relations in society is revealed. Based on the results of a situational analysis of current legislation and forecasting, the author classifies the functions and powers of the Treasury Service of a number of European states and assesses the degree of influence of treasury support of the budget process on the efficiency and effectiveness of public finance management, while fixing its key role in the implementation of state budget policy at the present stage of socio-economic development. The article notes the need to use positive international experience of further digitalization and optimization of the budget process.
