The State and Corruption in Historical Retrospect: a Brief Essay

Abstract

The relevance of the article is determined by the fact that the problem of corruption has been and remains one of the most acute socio-economic problems not only in Russia, but also around the world, and is a serious obstacle to the development of all countries. This dangerous social phenomenon has its roots deep in the past and is connected with the traditions of society during the formation of statehood.

The purpose of the study is to analyze the features of corruption manifestations in various countries and identify the main ways to increase the effectiveness of countering this dangerous social disease in Russia.

The brief historical analysis of the problem under study conducted in the article not only confirms the existence of corruption in all states since their inception, but also proves that the presence of managerial structures in the state is inextricably linked with corruption components, differing only in the scale of their manifestation and the characteristic features of a particular state.

Corruption practices are facilitated not only by political and economic instability, underdevelopment and imperfection of the legislative framework, inefficiency of government institutions, weakness of civil society organizations and lack of strong democratic traditions, but also by a low degree of public participation in combating corruption, poor education of citizens regarding the choice of effective and rational ways to combat it. To activate people, to create an "anti-corruption front", it is necessary to start with each individual, who is formed in an atmosphere of intolerance, rejection of any manifestations of corrupt behavior.
