Institutional and Social Mechanisms for Civic Participation in Local Community Activities (the Case of France)

Sociopolitical processes globally and in Russia are facing new challenges, and the reality of events is rapidly changing. Increasing the flexibility of social governance is achieved by developing new forms of dialogue between citizens and local authorities. The relevance of this topic lies in the fact that institutional forms of local population participation in governance remain insufficiently flexible, leading to the emergence of social protests and spontaneous citizen participation in governance decisions.
The purpose of this article is to identify the potential of social governance by examining the experience of organizing interactions between citizens, authorities, and local communities (using France as an example).
The scientific significance of the study lies in identifying the conditions under which citizen participation in local governance increases, which subsequently allows for the development of a theoretical model of effective public and social governance based on the study and systematization of positive experiences.
The practical significance of the study lies in the potential application of the obtained results and conclusions in the practice of public and municipal governance in Russia. The scientific novelty of the results lies in the systematization of the experience of practical citizen participation in the management of local affairs and in the analysis of strategies for building horizontal interactions “citizens – local communities – authorities” (using the example of France).
