Human Resources of the Russian Digital Economy – Adaptation of the Labor Market to the Conditions of Specialist’s Shortage

Abstract

The digital transformation of the economy is an objective process of development that is driven by technological advances. It is characterized by its pervasive nature and affects all types of economic activities. The ongoing diffusion of digital technologies across all sectors of the national economy has led to a steady increase in demand for skilled human resources. This applies to both professionals who specialize in digital technologies and those who use digital products and solutions within other fields. This study aims to explore the relationship between these two categories of workers. Based on statistical analysis, the dynamics of digital technology adoption has been found to contribute to an increase in relative demand for the labor of both groups. At the same time, the findings of the quantitative analysis allowed us to formulate and support the hypothesis that employees who are active users of information technology, although not specialists in this area, may be able to perform some of the functions of specialists in the event of a shortage of this category of human resources. The existence of such a substitution effect may be significant for the development of strategies for personnel training and management at enterprises that are intensifying the implementation and use of IT-based products and solutions.
