Risks of Introducing the Smart City Concept Into the Practice of Municipal Management

The Smart City concept implies the introduction of digital technologies in territory management, which ensure reasonable consumption of resources, prompt response to emerging problems, and ultimately improve the safety and comfort of life of the population. At the same time, one should take into account the risks that always accompany innovative solutions. Forecasting risks and understanding their interconnectedness helps to adjust management actions and ensure their consistency. The purpose of the study is to study and classify the risks associated with the implementation of smart solutions at the municipal level. To achieve the goal, based on an analysis of scientific works and legal sources, the author’s definition of a “Smart City” is given. Using an expert survey, the significance of infrastructure, economic, personnel, social and technological risks of implementing the Smart City concept in the municipalities of the Arkhangelsk region was determined. As a result of the study, it was determined that the degree of probability of each risk group depends on the starting conditions and the specifics of the municipality. The authors of the article emphasize that the effectiveness of using smart services largely depends on the willingness of the population to apply and use them.
