Digital Transformation of Municipal Service Delivery to the Population

Abstract

This article addresses the pressing issue of the digital transformation of municipal service delivery systems within the context of global processes of public administration digitalization. The study aims to provide a comprehensive analysis of international experiences in the digital transformation of municipal services and develop recommendations for their adaptation considering various socio-economic conditions. Based on a comparative analysis of digitalization practices in municipal services across different countries, key trends and patterns in the development of electronic municipal governance are identified. Particular attention is given to the experience of Great Britain, Estonia, Singapore, Russia and Iraq, which are at various stages of development of digital ecosystems for the provision of public and municipal services.

The study establishes that successful digital transformation of municipal services is built on the following foundational elements: a unified technological platform, integrated databases, a robust user identification and authentication system, standardized interfaces, and interaction protocols. It is revealed that the key success factors include political will, sufficient funding, developed digital infrastructure, and digital literacy among the population.

Based on the research findings, the following recommendations for optimizing digital transformation processes in municipal services are proposed: the development of a comprehensive digitalization strategy with clear target indicators; the implementation of the "digital by default" principle in designing new services; ensuring information security and personal data protection; fostering inter-agency electronic interaction systems; and enhancing the digital literacy of both citizens and municipal employees.

This article contributes to the theoretical understanding of digital transformation processes in public administration and enriches the existing academic foundation with practical recommendations to improve the efficiency of municipal service delivery in a digital format.
