Functioning of Budget Reserves in the Form of Reserve Funds of the Constituent Entities of the Russian Federation, their Improvement

The relevance of the study is to analyze the functioning of reserve funds at the regional level, contributing to ensuring the sustainability of the budgets of the constituent entities of the Russian Federation. The study identifies key factors affecting the volume and structure of expenditures of the reserve funds of the constituent entities of the Russian Federation, as well as the vulnerabilities of current fund management practices. It is shown that in recent years, reserved budget allocation without the formation of reserve funds have also been used as a reserve tool. The study is based on the example of the constituent entities of the Russian Federation, which differ in terms of budget security and debt sustainability. As a result of the systematization of the practice of forming reserve funds of the subjects of the Russian Federation, recommendations have been developed to improve the management of reserved budget funds at the regional level. The results of the study can be used to clarify the regulatory and methodological documents governing the formation and use of reserve funds of the regions.
