Systemic Mechanism of Management of the Public-Law Company "Roskadastr"

The solution to the problems of public administration in the field of land accounting is carried out with the participation of the public law company Roskadastr (CPC RK), established in 2023. For the effective functioning of the CPC of the Republic of Kazakhstan, within the framework of delegated powers, it is necessary to create a scientifically based mechanism capable of changing the situation in the area of responsibility of the Federal Register.

The purpose of this study is to develop an integrated approach to building an economic and organizational mechanism for the functioning of the Roskadastr Control Center, reflecting a set of elements of public administration.

Prior to the approval of the state program «National spatial data system» («NSPD») in the field of land accounting, subordinated to the Federal Register, there were many technological, organizational and economic problems that can be solved by using an effective economic and organizational mechanism for the functioning of the Roskadastr Control Center.

The organization of the CPC's functioning is based on methodological elements combined into a single mechanism that takes into account the specifics of non-profit organizations, state corporations and government authorities.

The result of this study is the organizational and economic mechanism of the CPC of the Republic of Kazakhstan, obtained through the application of systemic and process approaches, taking into account the methodological elements of public administration based on the principles of entrepreneurship, supply chain management principles, principles of social responsibility, principles of geospatial information management. This will make it possible to reasonably develop targeted solutions for public administration in the operation of the CPC. Further development of the management tools and methods of the CPC of the Republic of Kazakhstan is possible, taking into account not only the goals of the state program «NSPD», but also in the context of achieving the goals of sustainable development of Russia.
