Abstract

Sustainable development and resilience in countries, regions, and municipalities remain relevant and are increasingly important in the context of ongoing socioeconomic transformations. Research into the sustainability and resilience of Russian regions is currently extremely important due to the various, successive challenges to their economic development. The purpose of this study is to assess the resilience of the Sverdlovsk Region. The scientific novelty of this study and this article lies in expanding the range of indicators considered in resilience assessments and, accordingly, improving existing methods with an "environmental component." The practical significance is characterized by the identification of indicators that are not considered resilient and require increased attention. The article also includes the author's proposals regarding the insufficient exploitation of the potential for environmental development in the Sverdlovsk Region and the need to intensify management actions, including increasing funding for environmental projects. Based on the results of the study, the article concludes that the Sverdlovsk region is rightly considered a resilient region, successfully responding to ongoing socio-economic transformations (economic turbulence, political events associated with the beginning and continuation of a special military operation, etc.).

Abstract

The article examines in detail the complex problem of migration regulation as a key factor in ensuring economic security in the regional context. The purpose of the study is to analyze current trends and challenges related to migration processes, their impact on the socio-economic development of territories and ensuring the stability of regional economies, as well as to formulate a number of methodological recommendations in the field of regional economic policy implementation.
The relevance of the problem area under study is determined by the existing legislative, economic and social perception of government regulation measures by regions of various degrees of development and involvement in the formation of regional support and development systems. In the context of globalization and increasing migration flows, the development of effective mechanisms for managing migration processes at the regional level is of particular importance.
The key trends contributing to a possible weakening of regional positions are also outlined. Using the example of the Omsk region, the migration, labor and business environment of the region's development in the period 2023-2025 is analyzed. An assessment of the problems is given and possible solutions are proposed. The article can be considered as an element of the basis for the assessment, revision, formation and adjustment of regional economic development measures, as well as in terms of adapting government support measures to the needs of regional economies.

Abstract

The study is devoted to the analysis of regional features of tourism development under conditions of structural and foreign economic changes that have affected the reorientation of demand towards domestic destinations. The purpose of the work is to identify factors determining the sustainability and diversification of tourist flows at the level of constituent entities of the Russian Federation.
The scientific significance lies in clarifying the role of tourism as a systemic element of spatial development and an indicator of the population’s quality of life. The practical value is expressed in the formation of guidelines for regional planning and adjustment of infrastructure policy.
Among the results, the growth of domestic tourism with territorial asymmetries, the formation of clusters and specialized formats, as well as the need for institutionalization of nature-oriented practices have been recorded. The novelty of the research lies in the comprehensive consideration of tourism diversification as a tool for reducing regional disparities and increasing the competitiveness of the national tourism system.

The article discusses the effectiveness of a tourist destination, which is an important factor in the sustainable development of tourism in a particular territory. The relevance of this research is due to the need to overcome fragmentation in assessments and develop a holistic, comprehensive system of indicators that adequately reflect the multifaceted nature of the effectiveness of a modern tourist destination. The purpose of this research is to develop and scientifically substantiate a comprehensive model for assessing the effectiveness of a tourist destination, which allows for comprehensive diagnostics and the formation of strategies for the balanced development of a tourist territory. The scientific novelty of the study lies in the development of a comprehensive model for assessing the effectiveness of a tourist destination, which integrates economic, social, environmental, institutional, and managerial components into a single system. Based on official statistics, strategic documents, and scientific publications, the article identifies the competitive advantages of the Republic of Tatarstan, which include the diversification of the tourism product, the high concentration of UNESCO cultural heritage sites, the developed infrastructure, and the successful implementation of major events. The article also identifies problematic areas, such as the seasonality of demand and the load on the facilities. The practical significance of this article lies in the fact that the research results can be used as a tool for developing regional and municipal development programs, strategic planning, and improving the competitiveness of tourism destinations.

Abstract

The purpose of this work is to assess the current state of the socio-economic environment in which Russian enterprises operate and to identify relevant risks to business economic security in the context of increasing uncertainty and geo-economic turbulence. The author proves that it is external threats that currently pose maximum entrepreneurial risks to the development and maintenance of the life cycle of Russian companies. It is shown that these threats originate not only from extralegal and politically motivated sanctions from the collective West, unfair competition, or unlawful actions of partners, but also from legitimate activities of Russian authorities and governance bodies, which lead to increased administrative and tax pressure on domestic business and increase the risks of some entrepreneurs moving into the "grey zone".
The scientific novelty of this article lies in refining the definitions of the categories "economic security", "enterprise economic security", and "threat to enterprise economic security", as well as in enriching the theoretical and methodological framework for further scientific research in this field.
In achieving the research objective, the author used a systematic and evidence-based approach, as well as the following methods of scientific cognition: retrospective, functional, and comparative analysis; synthesis; deduction and induction.

Abstract

The research is aimed at analyzing the management problems of cooperation and the organization of supply chains in the military-industrial complex in the context of increasing geopolitical instability, sanctions restrictions and technological dependence. Increased attention to this topic is associated with the identified vulnerability of defense supplies to external shocks and the limited readiness of existing management models for crisis modes of operation. The purpose of the work is to identify the features of defense supply chain management and forms of enterprise cooperation, taking into account the risks of the modern environment. The research solves the tasks of analyzing the structure of defense chains, considering domestic and international cooperative mechanisms, as well as systematizing management risks and ways to minimize them. The scientific significance of the research is determined by the development of a structured interpretation of the relationship between the architecture of cooperation and the sustainability of defense industry supply chains. The practical value of the work is related to the possibility of applying the findings in the formation of management decisions in the field of industrial policy and economic security. The main results confirm the need to move from focusing on short-term efficiency to managing acceptable redundancy and transparency of cooperative relationships. The scientific novelty lies in the integration of managerial and institutional approaches to the risk analysis of defense supply chains.

Abstract

Urban agglomeration management is aimed at realizing the socioeconomic potential of territories influenced by positive agglomeration effects. The complexity of organizing the management of interregional agglomerations (Moscow, St. Petersburg, Krasnodar-Adygea, and Simferopol-Sevastopol) lies in the integration of two main forms of cooperation – intermunicipal and interregional. In interregional agglomerations, including cities of federal significance, the organizational management model should also take into account the difference in management powers between the local governments of the federal city and the adjacent constituent entity of the Russian Federation. The aim of this article is to define an organizational model and management mechanism for interregional urban agglomerations. The scientific significance of the work lies in the development of the theoretical and methodological foundations of state and municipal administration in the field of interregional cooperation by developing a form, model, and mechanism for managing an interregional agglomeration. The research materials can be used in the activities of regional and municipal government bodies. The value and scientific novelty of the conducted research is associated with the assessment of agglomeration relationships between two subjects of the Russian Federation within interregional agglomerations, which is based on the analysis of strategic planning documents, the substantiation of a contractual interregional-intermunicipal organizational model for managing interregional agglomerations, the allocation of key powers of local governments in cities of federal significance and in the subjects of the Russian Federation, the proposed version of legal registration and the mechanism for managing interregional agglomerations.

The purpose of this article is to identify and classify current threats to the financial security of the Russian Federation and to reveal the role of the Russian Treasury in the process of public finance management. Against the background of noted quantitative and qualitative growth of financial security threats, the researcher points out the high adaptive abilities of the Federal Treasury and the adequacy of its law enforcement activities to modern socio-economic realities.
The paper substantiates the need to introduce information and digital technologies and AI into the process of public finance management and financial control, which can enhance financial discipline, transparency in the use of budget funds, and their accessibility for Russian economic entities.

This article examines modern digital technologies that serve as means of communication between government bodies and society; the role of digital communications in increasing the openness, accessibility of public and municipal services, and the involvement of citizens in governance; and the challenges of effective digital communications. The relevance of this research is driven by the need to adapt government institutions to the digital era, as global challenges and the digital transformation of society make it crucial to explore ways to enhance the effectiveness of digital communications in order to create an efficient, transparent, and accountable system of interaction between the government and citizens.
The purpose of the work is to diagnose the systemic problems of digital communications between public authorities and the public and to develop specific measures to improve their effectiveness. The study aimed to analyze the dynamics of key quantitative indicators of digitalization, assess the quality of communication (trust, dialogue, and feedback) based on sociological research data and content analysis, identify the dysfunctions of the current model of interaction between public authorities and the public, and formulate strategic directions for its transformation. The scientific value of the study lies in its comprehensive retrospective assessment of the effectiveness of digital communications based on triangulation of data from official, sociological, and content analysis sources.
The practical significance of the work lies in the development of targeted measures for transitioning to a dialogic and customer-oriented interaction paradigm, which includes targeted measures for changing the KPI (key performance indicators) system, implementing proactive dialogue, and technologicalizing feedback.

The article discusses the current aspects of the digital transformation of Russian business entities, its goals, stages of implementation and potential threats to economic security. The research is based on a comprehensive analysis of the theoretical and practical aspects of business digitalization.
The paper formulates the most general approaches to the definition of the concept of "digital transformation" and separates it from the category of "digitalization". The assessment of the practice of digital transformation of Russian enterprises has been carried out, key threats to the economic security of the process of digital transformation of business entities have been identified, their classification has been given, and a set of tools and a counteraction mechanism has been proposed. The key elements of the counteraction are the correct choice and successful implementation of the digital transformation strategy, as well as comprehensive government support for digitalization.
The author identifies the correlation between the level of economic security of an enterprise and the quality of its digital potential, proving the impossibility of effectively doing business outside the emerging global digital environment, the widespread use of data analytics and the massive introduction of artificial intelligence.
The practical significance of the research lies in the development of an algorithm for practical actions for the digital transformation of enterprises and the assessment of the impact of these processes on the level of economic security.

Abstract

The current dynamics of technological development, characterized by accelerating digitalization, the proliferation of hybrid production systems, and increased competition in global markets, presents fundamentally new challenges for the innovation policies of organizations. Simultaneously, the composition of human capital is evolving, with a growing need to integrate traditional professional skills with abilities to work in high-technology and robotic environments. Under these circumstances, the coherence of innovation policies and personnel management approaches becomes a crucial factor in ensuring longterm organizational competitiveness. To this end, the aim of this study is to examine contemporary types of innovation strategies, as well as to identify critical features of human resources management tactics in the implementation of relevant innovation policies. Among the identified types of innovation policies, the following can be considered: classical innovation policies based on the Schumpeterian theory of innovation development, modern theoretical approaches underpinning hybrid production innovation policies, and the basic characteristics of an updated theoretical model for an evolutionary incremental innovation policy. To analyze innovation policies based on hybrid production ideas, a simulation model has been developed to examine the dynamics of interdependence between material costs for implementing hybrid technology and investments in human resource development within an organization in order to improve the efficiency of adopting a new technical system. The need to optimize the costs associated with implementing hybrid production in order to strike a balance between investments in material inputs and investments in organizational human capital has been justified. With regard to the current model of innovation policy, which focuses on incremental innovation, the advantages and potential drawbacks are analyzed. This approach may lead to an overemphasis on the evolution of existing technologies and a potential underestimation of radical innovations that could significantly impact the industry. In terms of human resource management, positive examples are presented of the establishment of robotics production centers, which could reduce the financial burden associated with organizations training specialists for unique professions related to robotics. Attention is drawn to the emergence of new professions and the importance of implementing novel staff development strategies to support these emerging roles.
Therefore, the development of a human resources management strategy cannot be divorced from the specific type of innovation approach adopted by each individual company.

The relevance of the study is due to the increasing role of urban agglomerations as key elements of the spatial and economic development of the country. The purpose of the article is to analyze and systematize the infrastructural aspects of the development of an intraregional agglomeration. The article shows the system-forming role of infrastructure in the development of agglomerations, clarifies the functions of various types of infrastructure in its formation and functioning. The hierarchical-network nature of the regulation of the development of the agglomeration infrastructure, formed by documents of different levels, has been established. The authors systematize the priority directions of infrastructure development based on the analysis of current trends in socio-economic and spatial development of agglomerations. The scientific novelty of the work lies in an integrated approach to the analysis of infrastructural development of intraregional agglomerations, combining territorial, sectoral and managerial aspects.

Abstract

The relevance of the study is driven by the increasing instability of economic systems and the lack of a unified conceptual approach to understanding turbulence at different levels of management. The purpose of the work is to form the conceptual foundations of a research paradigm for turbulence in relation to socio-economic systems at different levels. To achieve this, the following tasks were addressed: identifying and comparatively analyzing definitions, determining the specific manifestations of turbulence at each level, and assessing the degree of development of the corresponding theoretical framework. The scientific significancelies in structuring disparate theoretical approaches to studying turbulence into a unified field. The practical value consists in creating a basis for developing adaptive management strategies that account for the level of systemic hierarchy. The main findings include the differentiation of turbulence characteristics: at the macro level, systemic disruptions prevail; at the meso level, structural imbalances dominate; and at the micro level, operational uncertainty is key. The scientific novelty lies in identifying the insufficient development of meso-level analysis and substantiating the need to develop proactive management tools that target the internal determinants of turbulence.

Abstract

This article analyzes digital financial assets in terms of their potential returns and associated risks. It addresses approaches to assessing the returns and risks of alternative financial instruments: to ensure the continued growth and development of the Russian digital financial asset market, effective theoretical and methodological approaches to assessing digital financial assets are needed, making this work relevant. The scientific and practical novelty of this work lies in identifying the factors influencing digital financial asset returns and developing a model for assessing digital financial asset returns. Asset returns are estimated using data on digital financial asset issues by publicly traded Russian non-banking companies. Multivariate regression analysis was used to assess digital financial asset returns. Since one of the key risks of digital financial assets is issuer credit risk, all issuers in the sample were assigned a credit rating, which was subsequently incorporated into the return assessment model. The results of a regression analysis of returns, taking into account the issuer's credit rating, allowed us to draw significant conclusions about the inverse relationship between market returns and digital financial asset returns, and also demonstrated the importance of taking credit risk and inflation into account when assessing digital financial asset returns. This article is of great value for further empirical research into assessing digital financial asset returns in the Russian market.

Abstract

The relevance of this article stems from the significant importance of regional economic development. Among the major recent programs aimed at modernizing single-industry towns is the "integrated development of single-industry towns" project, included in the list of priority areas by the Council for Strategic Development and Priority Projects under the President of the Russian Federation. The purpose of this study is to analyze the organizational characteristics of municipal governance in priority development areas (PDAs) as a tool for stimulating the socioeconomic development of regions. To achieve this goal, the following objectives were set: an analysis of the legal and organizational framework for the activities of local governments in PDAs, including special powers; an analysis of the mechanism for delegating authority and attracting investment. Particular attention is given to infrastructure development, land management, and staffing. Based on the analysis, problems were identified and areas for improving municipal governance in PDAs were proposed to enhance their efficiency and competitiveness. The results of this study can be used in subsequent research on municipal governance in PDAs.

The aim of the study is to develop organizational and methodological support for the analysis and assessment of ESG responsibility of public sector organizations.
The scientific and practical significance of the work lies in the possibility of applying the obtained results in the formation of a methodology for assessing the sustainable development of public sector organizations for the purposes of state financial control (ESG control) and internal ESG audit of economic entities. Abstract

The purpose of this research is to diagnose the current state of the economic environment, identify and classify key factors affecting the level of economic security of the Russian Federation, and determine the degree and direction of their impact on the activities of the Federal Treasury, including the process of treasury support for government contracts.
The author considers treasury support as one of the forms of public finance management and proves the effectiveness of this tool in strengthening state control and improving the efficiency of budget funds utilization. The paper highlights the high adaptive capabilities of the Russian Treasury in conditions of increased economic turbulence and provides specific examples and directions for adjusting its current law enforcement activities.
In the course of the research, the author applied evidence-based and systematic approaches, as well as methods of retrospective, functional, and comparative analyses.
The scientific novelty of the presented work lies in the author’s interpretation of the concept of “state and municipal procurement” and in identifying the correlation between the treasury support process of government contracts and economic security factors. This contributes to the existing scientific and theoretical framework and creates conditions for further research in this field of economic science.

Abstract

The paper presents an applied diagnostic of the Russian medical devices market using an integral index of economic sustainability with a clear managerial focus. The objective is to develop and validate a composite index that aggregates indicators of investment and innovation activity, localization versus import dependence, market competition, transaction costs, fixed-asset renewal, and firms’ financial stability. The methodology relies on min–max normalization, weighted aggregation with sensitivity testing of weights, and scenario-based re-calibration under external shocks to assess robustness. The empirical base draws on official statistics and sectoral registries; harmonized data series are used to improve transparency and reproducibility. The estimates reveal factors with the highest elasticity to the composite index and thus support prioritization of regulatory measures with the best «impact–cost» ratio. Practical relevance lies in enabling routine policy monitoring and a priority map for regulators and manufacturers. The toolkit is intended to be embedded into strategic management routines and can inform timely adjustments of policy programs.

Abstract

In the current context of accelerating digital transformation and intensifying global competition, the adoption of artificial intelligence is becoming a key driver of organizational competitiveness and sustainable development, while empirical evidence indicates that organizational and managerial, rather than purely technological, parameters play the decisive role.
The purpose of this study is to identify and systematize the organizational determinants of successful artificial intelligence adoption and the barriers to its scaling, as well as to specify the distinctive features of Russian practices in comparison with those of the United States, the European Union, and China. Within this research, the authors generalize empirical data and AI implementation cases, single out the key success and failure factors, develop an original model of determinants and barriers, and formulate managerial recommendations for companies that regard AI as a lever of strategic transformation.
The scientific contribution and practical relevance of the study lie in integrating fragmented approaches to the analysis of AI adoption into a unified classification of success factors and barriers, grouped into five core dimensions: strategic leadership, organizational structure and culture, human capital, technological and data infrastructure, and business orientation.
The proposed model enables managers to build a holistic AI governance system by aligning technological solutions with change management, capability development, and data architecture, thereby increasing the likelihood of achieving sustainable business impact. The main findings demonstrate that successful AI implementation projects are characterized by a clear strategy and roadmap, functioning centers of excellence, a strong culture of collaboration and innovation, investment in the development of employees’ digital skills, as well as data readiness and scalable infrastructure. The key barriers include a shortage of qualified personnel, low quality and fragmentation of data, the absence of a coherent strategy and employee resistance, as well as institutional constraints and specific features of the regulatory environment, which are particularly pronounced in the Russian context. The results underscore that the long-term success of AI adoption is determined not by the level of technology, but by the maturity of organizational culture, the quality of strategic leadership, and the ability of firms to establish systematic change management

Abstract

The modern stage of societal development is characterized by the digitalization of all spheres of human activity, which also affects the legal regulation of intellectual property. The relevance of the study is determined by the need to adapt traditional legal institutions to new forms of creative outputs and the methods of their creation and distribution in the digital environment. The aim of the study is to conduct a comprehensive analysis of the impact of technological transformations on the legal regime of intellectual property and to substantiate the need to reconsider the traditional criteria for the protectability of intellectual property objects. To achieve this aim, the following tasks are set: identifying the features of the transformation of the intellectual property institution in the context of digitalization; examining the issues of applying criteria of creativity, objective form, and originality to outputs created using artificial intelligence technologies and other automated systems. The scientific and practical significance of the work lies in identifying the discrepancies between traditional approaches to intellectual property protection and the realities of the digital environment, which allows for the development of recommendations for improving legislation. As a result of the study, the author concludes on the necessity of revising legislative approaches and developing new methodological foundations to ensure the protection of digital intellectual property objects. The scientific novelty of the work consists in a comprehensive analysis of the impact of digital technologies on the criteria for protectability of intellectual property objects and the proposal of approaches for their adaptation, considering the specifics of the digital environment.

Abstract

The relevance of the topic is determined by the rapid digital transformation of society and the substantial increase in personal data processing volumes, which necessitates the enhancement of administrative and legal mechanisms that ensure a balance between effective state control and the protection of citizens' constitutional rights. The subject of this research is the system of administrative and legal norms regulating the notification procedure to Roskomnadzor regarding personal data processing. The study aims to analyze systemic problems of this mechanism and substantiate the need for its technological modernization. The research findings revealed several systemic shortcomings inherent in the current notification framework, primarily concerning excessive bureaucratic burdens, a pronounced lack of automation, and undefined criteria for data updates. As a solution, the study proposes the concept of a «Personal Data Operator's Personal Account» with authentication through the Unified Identification and Authentication System (ESIA), integrated with automated notification systems, notification lifecycle management tools, and an AI-assistant. Particular attention is devoted to developing a proactive regulation model that ensures equilibrium between effective state control and reduced administrative burden on operators. The author concludes that technological modernization of the notification procedure is essential for minimizing administrative barriers, enhancing control efficiency, and strengthening the protection of the right to privacy.

In the context of globalization and the strengthening of migration processes, there is an increasing need to study the characteristics of subjects and the subjective side of crimes related to the organization of illegal migration within the framework of the legislation of the Russian Federation and the Republic of Tajikistan. The purpose of the study is to analyze and compare the features of the subject and subjective side of crimes related to the organization of illegal migration under the legislation of the Russian Federation and the Republic of Tajikistan. The study contributes to improving the effectiveness of countering this type of crime. The purpose of this study is to highlight the distinctive features of the status of the Prosecutor from the comparative point of view, mainly based on the example of the Prosecutor’s Offices in Germany and France.
The scientific relevance of this study consists in clarifying the distinctive features of the status of the Prosecutor in France and Germany based on foreign research materials and a comparative legal approach. The results of this scientific research can be used to enrich the scientific research base in the field of criminal procedure and the law enforcement bodies and for a critical assessment of the status of the Prosecutor in the Russian Federation.

The relevance of the study is due to the growing number of cases of deviant behavior of adolescents, which is caused by the negative impact of the Internet, an increase in the number of crimes against minors, including in the digital environment.
The aim of the work is to identify risk factors and develop preventive measures for possible behavior of minors on the Internet.

Transnational crime is a truly global problem. The realities of the functioning of existing intra-national crime control systems show a decrease in the effectiveness of preventing acts of international criminal encroachment, which today raises the extremely urgent question of finding both domestic and international instruments and public law institutions to combat transnational crimes. Because of the rapid development of artificial intelligence technology, tools based on it (including AI agents) are becoming increasingly important. These tools enable tasks that could previously only be performed by humans. The range of tasks that can be performed by AI agents includes those faced by participants in civil legal proceedings. Thus, AI agent technology implies the ability to autonomously perform actions similar to those authorized to participants in civil proceedings, making research on this topic relevant. The objectives of this study are to analyze the impact of AI agents on civil procedural relations and to examine the lawful application of AI agents in civil proceedings. Therefore, this article examines in detail the role of AI agents in civil proceedings, thereby demonstrating its scientific significance. Furthermore, the article also has practical significance: it outlines a possible lawful method for using AI agents based on current legislation. The study concluded that although AI agents are capable of de facto influencing legal relations, since they are not actors (including legal entities), this influence is not legally manifest. While the possibility of changing de jure legal relations is not excluded in the future, such an approach will face fundamental difficulties at the level of legal theory. Nevertheless, the lawful use of AI agents is still possible today.

The article discusses issues related to such a social phenomenon of urban life as urban activism, which is an important tool for the positive transformation of the urban environment. The purpose of the study is to identify the features of urban activism among students. Studying the urban activism of student youth allows us to better understand the mechanisms of forming a civic position among the younger generation and the role of the younger generation in the development of the urban environment and the creation of local communities. The author examines the main theoretical positions of approaches to the study of urban activism by both Western and domestic researchers. The relevance of the study is due to the need to bridge the gap in the trajectory of youth participation in the social and state movement "Movement of the first" in the transition from school to vocational education institutions. This problem leads to the loss of a motivated asset for movement and disruption of the continuity of value-educational work in the critical period of personal and professional development.
The purpose of the study is to develop and substantiate a model of social partnership between the Movement of the First and educational organizations, which ensures the continuity of value-educational work with young people. Based on an empirical study (n = 171) in the Perm Territory, it was revealed that the gap in the trajectory of participation is not due to the loss of motivation, but to systemic barriers, the key of which are the "information vacuum" (46.7 %) and the discrepancy between the formats of activity and the new educational environment. Proposed is a three-level partnership model integrating information-environment, content-project and institutional-role levels. The model provides a transition from a spontaneous cessation of participation to a controlled trajectory through activity profiling, academic integration and personalized support. Social partnership is revealed as a key value management mechanism that guarantees the continuity of the educational trajectory and the formation of a competitive, value-oriented specialist. The scientific novelty of the study lies in the development of the concept of social partnership, integrating the value, institutional and organizational aspects of the interaction of the social movement and educational organizations. The purpose of this research is to develop a theoretical and empirical basis for interpreting and characterizing such zones. The article highlights the geopolitical public security zones and control zones of a state, as well as their historical evolution, which depends on the goals, social and other resources, and policies of the country. Using the example of the United States, the article examines the process of expanding these zones and the differences between them, as well as the conditions under which direct control by other states becomes ineffective, and the prospects for further development of the United States' security zone. Accordingly, the article explores the concepts of internal and external security zones, the frontier expansion and the adsorption of safety points, area of real and simulated interpretation of safety, the sufficient and excessive size of security and control zones, and the zones of potential and actual threats to a state. The article highlights the reasons for the two-part structure of the United States' security zone and the excessive and unstable nature of its control zone. Today, the most important function of teachers is to expand their own and their students' capabilities in using various AI tools and technologies to improve the quality, accessibility, and effectiveness of education. The key factor in successfully integrating AI into university teaching practices is the motivation of teachers and their willingness to incorporate digital technologies and AI tools into the learning process. The article is based on the results of an online survey titled "AI in Higher Education: Teachers' Attitudes". The presented results of the empirical study demonstrate the ambiguity of teachers' attitude towards the use of artificial intelligence: on the one hand, there is a desire to discover new opportunities for automating routine processes and personalizing learning, but on the other hand, there is resistance to the implementation of digital technologies due to a combination of both objective and subjective reasons. In our opinion, the key reason for the low demand for digital technologies and AI in the teaching practice of teachers is the formal approach of universities themselves to the issue of improving the digital competence of teachers.

The purpose of this work is a critical and reflective analysis of a number of modern concepts of rationality, revealing its contradictory nature and inhumane orientation. This made it possible to problematize the thesis of "rationality as a cultural value" (V.S. Shvyrev) and to explore rationality in the plane of socio-epistemological discourse. The concept of "racial thinking" by O. Rosenstock-Hussey reveals the features of a phenomenon that, according to the authors, can be defined as "dehumanization of thinking." The scientific novelty of the research is the substantiation of the following theses: 1) the dominance of "calculating thinking" (M. Heidegger), "reason as an organ of calculation" (M. Horkheimer), "distributed power" (M. Foucault) can be described as a new – spiritual – form of human alienation, 2) rationality is not at all the dominant and highest expression of culture: the colossal power of the human mind, manifested by in his power over the external and his own nature, and thus in the creation of culture, he revealed himself at the same time in a self–denying capacity - as a possible source of the destruction of culture. In this regard, it is particularly important to clarify the reasons for the appearance in modern culture of absurd and inhuman "grimaces" of rationality caused by the renunciation of man from his destiny.

The article examines the process of applying sociological methods in pedagogical research. The results of the content analysis of articles in scientific journals are presented. The parameter concerning the application of specific methods of sociological research in pedagogical research is chosen as a meaningful aspect of content-analytical research. Relevance of the study is driven by the widespread proliferation of precarious employment among youth, which poses new challenges to traditional systems of personnel motivation management. The purpose of the work is to identify the specifics of youth labor motivation under conditions of unstable employment and to develop proposals for adapting managerial practices based on this analysis. Scientific novelty consists in the empirical verification of the duality of labor attitudes and the dominance of instrumental motivation using the case study of youth in the Sverdlovsk region, as well as in the adaptation of classical and modern motivation theories (including the self-determination theory by E. Deci and R. Ryan) to contemporary labor realities. The empirical base comprises the results of a questionnaire survey (n=641). Results showed that preferences for freelance and irregular employment are associated with a predominance of the instrumental motivation type and a weakening of professional factors. Practical significance of the research lies in proposing specific directions for adapting motivation and personnel management systems aimed at integrating flexible labor formats and mitigating the risks of precarization. The conclusions challenge the applicability of traditional management models and substantiate the need for a transition to flexible and personalized motivation systems.

In current domestic sociological research, the relationship between humans and artificial intelligence (AI) is usually studied within the framework of the so-called "substitution logic," ignoring the interrelation between humans and machines, considering them as two separate but replaceable realities. In modern society, with its "Industry 6.0," the stark difference between automated machines and living, animated beings is rapidly diminishing, forming a unified social reality.

The aim of this paper is to analyze the contradictory nature of digital identity as both a tool for selfexpression and an object of commercial exploitation. The study addressed the following objectives: conceptualizing the phenomenon of digital identity; defining the boundaries of user agency in the process of constructing digital identity; and uncovering the mechanisms of digital identity commodification. Studying the adaptation of international students to the educational environment helps maintain Russia's international prestige in the global scientific community. Among Russia's most sought-after regions for educational migration, Tatarstan enjoys widespread popularity as one of the most attractive for international students, boasting significant scientific and educational potential and aiming to actively integrate into the global educational space.
The aim of this study is to examine the challenges faced by international students from the Middle East during their sociocultural adaptation to the educational environment at Kazan Federal University (KFU). We believe that international students experience significant difficulties adapting to a foreign sociocultural environment. However, the Republic of Tatarstan offers the most favorable environment for their adaptation due to the region's similar religious traditions and confessional characteristics.
The objective of this pilot study is to identify the actual level of sociocultural adaptation challenges for international students and provide recommendations for mitigating them.
The scientific and practical significance of this study lies in its identification of pressing issues related to the sociocultural adaptation of international students in a new sociocultural environment. Based on the study's findings, a model program has been proposed, including a specific set of structural and institutional changes and educational activities. Its implementation will optimize the process of international students' integration into the host country's foreign cultural environment and the university's educational environment, using KFU as an example.

Abstract

The article explores the advantages of an omnichannel communication strategy in Russian universities. The main goal is to determine the effectiveness factors of integrating online and offline channels to improve the customer experience and create a positive image of universities. The methods include the analysis of empirical data and the best domestic practices. The mechanisms of interaction with the main audiences are studied: applicants, students, graduates, employers. The study covers 24 leading Russian universities, selected according to the principle of geographical representation. The presented cases show that the omnichannel approach increases brand awareness of universities, improves interaction with users and forms a loyal community. The scientific significance of the work lies in identifying the factors of effective integration of online and offline communication channels in the activities of Russian universities, which contributes to the formation of an integrated concept of an omnichannel strategy. The practical significance of the study is to identify specific principles and tools for the successful implementation of an omnichannel strategy aimed at increasing brand awareness of universities, improving interaction with applicants, students, partners and employers.

The relevance of this study stems from the growing need to improve the quality of the urban environment as a key factor in the sustainable development of megacities. With increasing urbanization and increasing citizen expectations for comfortable living, the search for effective improvement mechanisms and consideration of the specific characteristics of large cities, including St. Petersburg, is particularly important.
The aim of the study is to identify the specific features of creating a comfortable urban environment in St. Petersburg and identify promising areas for its development. To achieve this goal, the following objectives were set: analyze existing urban improvement practices; assess the level of resident involvement in decision-making processes; identify key problems and barriers; and develop proposals for improving mechanisms for creating an urban environment.
The scientific significance of this article lies in its systematization of the factors influencing the quality of the urban environment in a large historical city, as well as in the development of conceptual approaches to its optimization, taking into account regional specifics. The practical value of the study lies in the development of a set of recommendations for local governments and relevant agencies aimed at improving the effectiveness of improvement programs and increasing citizen satisfaction. The study identified key features of the process of creating a comfortable urban environment in St. Petersburg, including the historical and architectural value of the territory and development density. Priority development areas were identified: expanding public participation tools, digitalizing project approval processes, and integrating green technologies. A conclusion was reached regarding the need for a comprehensive approach combining the preservation of cultural heritage with the implementation of modern urban improvement solutions.

Abstract

The article analyzes the features of regional state youth policy in the Russian Federation using St. Petersburg as an example, considers regional projects, the structure of youth affairs bodies and institutions, the results of their activities, and provides best practices for working with youth in St. Petersburg. A SWOT analysis of the state of public administration effectiveness in the field of youth policy implementation at the regional level is presented, on the basis of which proposals for the implementation of the Strategy for the Implementation of Youth Policy in the Russian Federation are formulated. The relevance and novelty of the study lies in the analysis of regional state youth policy through the prism of the new Strategy and the national project "Youth and Children", which were approved in 2024. The authors formulated conclusions about the opportunities that were identified during the analysis of the strengths and weaknesses of the implementation of state youth policy in St. Petersburg, and also gave recommendations regarding the threats that the system of youth affairs bodies and institutions may face. Based on the conducted analysis, theses were formulated on possible directions for the development of youth policy in St. Petersburg: strengthening the direction of activities to support young families, popularizing the profession of a youth affairs specialist, using lean technologies and introducing artificial intelligence in organizing work with youth, developing a network of institutions. In conclusion, it emphasizes the importance of synergy in taking into account the opinions of young people, non-governmental sector specialists and the capabilities of the management apparatus of executive bodies of state power and subordinate institutions for youth affairs when making management decisions in the field of youth policy.

Abstract

The article presents the results of a study of the impact of the Bank of Russia's key rate on the country's economic situation in 2024–2025. The problem of increasing inflationary processes in the first half of 2024 was identified. In response, the government used an increase in the key rate as a tool to "cool" the economy. Based on data from the Central Bank, it was concluded that this led to an increase in credit rates in the second half of 2024 and a decrease in the volume of financing for economic entities. This has also led to an increase in interest rates on deposits and, as a result, an increase in the balances on the accounts of individuals and legal entities in commercial banks. The article also notes an increase in the investment of business entities in gold and securities in order to preserve funds and generate profits.

The relevance of this research is driven by the need to enhance the effectiveness of anti-corruption measures in the digital transformation of society, ensuring transparency, efficiency, and accessibility of anti-corruption measures. The purpose of this study is to identify the role and potential of modern information technologies in the development of anti-corruption mechanisms at the state and municipal levels. The study aims to analyze international rankings of countries based on the Corruption Perceptions Index, examine existing technologies, identify their capabilities and limitations, and provide recommendations for their implementation. The significance of the study lies in creating scientific grounds for integrating innovative information solutions into anti-corruption policy, which will contribute to increasing citizens' trust in public institutions and reducing the level of corruption. As a result of the conducted research, key areas for using new technologies have been identified and prospects for their use have been determined. The text of the article and the conclusions emphasize the automation of interdepartmental interaction and interaction between government agencies and citizens, which results in minimizing the possibility of corruption schemes being disguised as unintentional errors. The article also highlights the need for a systematic approach to implementing digital solutions to enhance the effectiveness of anti-corruption measures and ensure the sustainable development of state anti-corruption policies in the digital age.

At the current stage of the development of partner (Islamic) financing in our country, it is becoming urgent to create the necessary conditions for the integration of the institute of Islamic insurance, an alternative to the existing traditional insurance model. Based on a regulatory analysis of the structure of the Institute of Islamic Insurance, the article examines the specifics of accounting for transactions under Takaful agreements and the procedure for disclosing information about the rights and obligations of interested participants within the framework of the Islamic insurance business model based on the principle of partnership and mutual risk sharing. Since the structure of the Takaful Institute differs significantly from traditional (commercial) insurance, the author's review of the AAOIFI accounting standards developed and implemented by the Organization for Accounting and Auditing for financial Organizations of Islamic Insurance is based on a comparison with generally accepted accounting principles and reporting in accordance with the International Financial Reporting Standard (IFRS) 17 "Insurance Contracts". The practical significance of the research results is due to the need to determine the specifics of accounting and the procedure for preparing financial statements for non-credit financial organizations participating in the experiment on the development of partner (Islamic) financing in connection with their Islamic insurance activities.

Abstract

Amid the widespread shift to remote work, accelerated by the COVID-19 pandemic, traditional approaches to HR management and personnel security require revision. This article analyzes the key risks associated with remote work: employee demotivation, social isolation, difficulties with adaptation, and performance monitoring. The study is based on an analysis of the regulatory framework, statistical data, sociological surveys, and case studies from Russian companies (Yandex, Avito). It is found that despite the significant advantages of remote work – such as expanding the talent pool, reducing stress, and increasing productivity – this format is associated with new threats that require a comprehensive approach. The article proposes practical measures to mitigate these risks: the implementation of gamification systems, individual development plans, virtual team building, wellness programs, and trustbased control models based on KPIs. It is concluded that a high level of personnel security in a remote environment is achieved not through strict controls, but through a synthesis of technology, transparency, psychological support, and human-centered management. The future lies with organizations that can transform the challenges of remote work into drivers of sustainable development.

Abstract

The relevance of the research topic is explained by the growing conflict between Russia and the West. The question of the causes of this conflict has been poorly developed in political sociology. The article substantiates the change in the vector of threat to the population and sovereignty of Russia and the main causes of this conflict in the form of the destruction of Russia's security and control zones (and with the transition from a potential threat to the population to an immediate one) and the elimination of Russia's vital interests. The article highlights two options for restoring Russia's security zone: mutual security (in the form of a European or bilateral system), and full military control of the border area. The scientific and practical significance of the article is manifested in the development of the interpretation of the characteristics of security and control zones.

In the context of the development of information civilization, the invention of the quantum computer led to the creation of artificial intelligence (AI) systems. The widespread introduction of AI into all spheres of society is raising concerns among the thinking public regarding the organization of the further development of human thinking. The solution to this problem and the achievement of unity in the system of human-machine relations requires a clear delineation of the spheres of intellectual activity between them.
The aim of the study is to find irreducible foundations of human and machine thinking, knowledge of which would allow for the fruitful unity of two non-standard intellectual forms of reflection based on the principles of complementarity.
A clear understanding of the specific aspects of the functioning of human and machine intelligence will allow humans in the future to focus their energies on creating new discoveries without losing their personal qualities. All this will allow human civilization to achieve total automation of all algorithmic processes in society, freeing people to realize cultural creativity.
The paper examines Kant's concept of reason in the post-Kantian periods of development of philosophical thought. If Kant simply declared reason as a priori forms of thinking that guide the intellect towards scientific knowledge, then representatives of Classical German philosophy attempted to provide a metaphysical basis for Kant’s ideas. G. Hegel, in an attempt to substantiate the possibility of human reason, dialectically came to the conclusion that one can speak about the thinking of the Absolute only from the standpoint of His intellect. This allows, on the one hand, to distinguish between the concepts of reason and intelligence in general, and on the other hand, to enable a person to determine his or her special place in culture, developing within the structure of the formation of an information civilization under the control of AI systems.
Having defined reason as questioning thinking that goes beyond existing knowledge, we can classify reason as creative thinking that allows a person to come to discoveries and innovations, since reason always works on the border of knowledge and ignorance. Unlike reason, intelligence is focused on finding optimal solutions, inventions and innovations, since it operates in the realm of “knowing one’s knowledge”. Therefore, intelligence is responsible for creativity in its innovative sense.

This article analyzes typical errors that occur during searches of premises. It provides examples of search errors, both historical and current. It also highlights "tactical blunders" committed by investigators and operatives due to inattention and a careless attitude toward the investigative action being conducted. The study concludes that errors during searches can arise for various reasons, such as a lack of control over the behavior of those being searched or the improper selection of witnesses. Methods for identifying and eliminating such errors are proposed.

Abstract

The article examines current aspects of practical implementation of artificial intelligence in business processes of modern organizations. The main focus is on analyzing the effectiveness of various technological architectures and organizational management models for AI projects.
Based on a study of over 40 practical cases of AI implementation in Russian and international companies, the authors identify key success factors for projects. Particular attention is paid to comparing three main AI deployment models: cloud, on-premises, and hybrid. It is proven that hybrid architecture provides an optimal balance between scalability, security, and cost-effectiveness.
The paper also analyzes three main models of AI initiative management: centralized, decentralized, and hybrid hub-and-spoke. It is shown that the latter model is the most effective for scaling AI solutions in large organizations.
The practical significance of the research lies in developing an evolutionary trajectory for AI implementation — from a centralized model at initial stages to a hybrid model as the organization matures. The authors emphasize the important role of a multidisciplinary AI Center of Excellence as a strategic body managing the digital transformation process.
The research findings can be used by company executives and digital transformation specialists when planning and implementing AI implementation projects.
